Confirmed timeline

From legislation to future commencement

The law establishes a deadline framework. It does not confirm a specific launch day.

  1. 01

    Legislation passed

The amendment creating the JESTA framework passed the 221st Diet.

  2. 02

    Act promulgated

The amendment was promulgated as Act No. 32 of 2026.

  3. 03

    Commencement window

The relevant provisions will start on a date set by Cabinet Order within the statutory period.

Countries and travelers

Eligible countries and visa-exempt travel

The framework is connected with visa-exempt short-term travel. The current visa-exemption system is therefore the starting point for country information, but it is not yet a final JESTA list.

What is still pending

  • The final passport and nationality list
  • Exceptions and special traveler categories
  • Rules for children, transit and dual nationals
  • Validity periods and repeat-travel requirements

Important: Do not assume eligibility from an unofficial country list. Check the final government rules when they are published.

Know the difference

JESTA, a visa and permission to land

These are separate stages with different purposes.

Before travel

JESTA

An advance electronic authorization connected with eligible visa-exempt travel. It will not replace a visa where one is required.

Before travel

Visa

Required when a traveler is not visa-exempt or when the planned purpose, activity or period of stay requires one.

At the border

Permission to land

Decided through the landing examination on arrival. Neither a JESTA travel authorization nor a visa would guarantee admission to Japan.

Japan entry system

How the journey is expected to work

Final operational details are pending, but the enacted framework shows where advance authorization is intended to fit.

  1. 1

    Check visa requirements

Confirm whether your passport, activity and length of stay qualify for visa-exempt travel.

  2. 2

    Complete future authorization

Travelers within scope would use the official JESTA process before departure.

  3. 3

    Airline check

Authorization status is expected to form part of carrier-stage checks before transport.

  4. 4

    Landing examination

Japan’s immigration authorities make the final decision on permission to land.

JESTA FAQ

Common questions about the future JESTA system

These answers separate confirmed facts from operating details that Japan has not yet announced.

What is JESTA?

JESTA is the commonly used name for Japan’s planned travel authorization system for certain visitors using visa exemption arrangements. It is neither a visa nor permission to land in Japan.

Are JESTA applications open?

No. The official application portal, opening date and final application procedure have not been announced.

When will JESTA start?

No exact date is confirmed. The enacted law provides for commencement on a date set by Cabinet Order within the statutory period ending March 31, 2029.

Which countries will be eligible?

The final country and passport list has not been published. Current visa-exemption arrangements are a useful reference, but they are not a final JESTA eligibility list.

Will JESTA approval guarantee entry?

No. A travel authorization would support pre-travel screening, but the final decision on permission to land would be made during the landing examination on arrival.

Before you travel

Check the latest entry information before departure

JESTA is only one part of travel preparation. Visa rules, passport conditions, health measures and airline requirements may change separately.
